New charge should be paid in China since June 1, 2006
According to the File No.156 issued by the Waterborne Department of the Ministry of Communications of P.R.China in 2006, the charge of Port Facility Security will be paid in all open ports of China since June 1, 2006. Valid until May 31, 2009.
Charge rates:
1. 20RMB / 20' , 30RMB / 40' , free when empty.
2. Other imports and exports ( exclude container ) : 0.50RMB / ton.
P.S. Free when importing fertilizers and other cargos which are free port charge.

New requirements of Wood Packaging Material in China
According to the International Standards for Phytosanitary Measures No.15 (ISPM No.15), the General Administration of Quality Supervision, Inspection and Quarantine of P.R.China (AQSIQ) jointly published the Notice No.11 and No.32 with relevant authorities in early of 2005 and laid down a new rule on wood packaging material (WPM) with imported consignments. The new rule requires all WPM associated with consignments to China should be treated with measures approved by AQSIQ, and labeled with IPPC mark by manufacturers certified by plant quarantine authorities of exporting countries or regions. China Inspection and Quarantine (CIQ) authorities will inspect the WPM at the port of entry, any non-compliance WPM will be treated, destroyed or returned with the consignments together under supervision of CIQ. The rule will come into force in Jan. 1, 2006.
The specific requirements are available on Website of AQSIQ (www.aqsiq.gov.cn) or can be made requires of the local CIQ.
The requirements of IPPC mark:
1. Sample:
IPPC—— International Plant Protection;
XX —— the abbr. ( 2 letters ) of the exporting countries or regions, which is ruled by ISO;
000 —— the serial number ( 3 numbers) of the WPM manufacturers certified by plant quarantine authorities of exporting countries or regions;
YY —— the methods of quarantine and treatment on WPM, such as, MB: fumed by methane bromide, HT: heat treatment.
2. Other informations issued by plant quarantine authorities of exporting countries or regions if need, such as, DB: woods denuded of barks.
3. The marks must be labeled noticeably at least in opposite position, and should be clear and unmovable.
4. The color of the marks can't be red or orange.

IPPC International
Standard for Wood Packing ISPM No.15
China
China has
notified WTO that enforcement of ISPM No.15 will begin January 1,
2006, meaning all wood packaging destined for China must have
the IPPC-logo stamp at that time, ending the current USDA APHIS
paper certificate requirement. Please note that the China announcement
also includes a requirement that wood packaging made from coniferous
wood (softwoods) from countries that have the pinewood namatode
(the U.S. is one), only heat treatment will be accepted, not fumigation.
Until January
1, 2006, the current Certificate of Heat Treatment for
softwood packaging materials must be used. Packaging manufactured
from 100% hardwoods are exempt from heat treatment but must be
accompanied with a Declaration of Non-Coniferous Packing Material.
Composite materials such as plywood and OSB are also exempt from
heat treatment.

States
The US will
begin enforcement of the requirement for ISPM 15 compliant wood
packaging beginning September 16, 2005. Canada, Mexico, and the
US will coordinate strict enforcement on this date for wood packaging
entering North America. Canada will be exempt
from the requirement, however, no announcement regarding any exemption
between the US and Mexico has been made.
